Robeson County 4-H Electric Project Guidelines
Robeson County 4-H members between the ages of 11 and 18 interested in attending N.C. 4-H
Electric Congress can attend in one of three ways: Portfolio Delegate (2), County Delegate (2),
Recruiting Delegate (1). Below are the guidelines for work necessary to be considered to attend
in one of these three positions.
Portfolio Delegate
To be considered, a 4-H member must submit an Electric Portfolio in January, which is comprised
of the previous three years work in this project area. A 4-H’er who completes an Electric Portfolio
is not guaranteed a trip to N.C. 4-H Electric Congress. Portfolio Electric Congress delegates are
selected based on the quality and content of their portfolio by a trained selection committee. All
books are expected to meet the State Office format requirements. The portfolio must show the
knowledge and skills gained while participating in the 4-H Electric Project; exhibit an increase in
knowledge each year; list 4-H experiences in Leadership, Citizenship, and Community Service;
and show how the 4-H Electric Program information was shared with others.
Portfolios will be turned in when county project records and portfolios are due in January. Two
delegates may be chosen from the county; the state has the option of choosing a third delegate
to serve as an at-large member. Members may submit updated portfolios each year until they
win gold in their age division.
County Delegate
The 4-H members who complete an electric project, any type of project that utilizes a type of
power (electric, battery, solar, etc.), and turns it in with a project record book, may complete a
county delegate form, which is due in April before the electric project deadline, to be considered
for this program. Project record books must meet state requirements. Projects and record books
will be judged by impartial judges. N.C. Electric Congress delegates will be chosen from the
judges’ scores and comments. Project record books will be returned to all participants to finish
and turn in the following January for record book competition. Youth may serve as county
delegate to N.C. 4-H Electric Congress twice in their 4-H career.
Recruiting Delegate
Youth who teach or recruit youth to take part in the electric program will also have the
opportunity to attend N.C. 4-H Electric Congress. Youth are to turn in an Electric Recruit Activity
and Recruiting Delegate registration form to the 4-H office by the electric project deadline. The
delegate chosen will be based on the work they did, number of youth recruited, and
documentation. One person can be chosen for this delegate position and a second can be
nominated to the state for selection for an at-large position. If there is a tie, preference will be
given to those who have not attended Electric Congress in this position.
